Melissa Daley is a dynamic entrepreneur, innovator, and technology strategist with over 20 years of experience in IT and digital transformation. She is the Chief Executive Officer of Orca Intelligence, a digital services company she founded in 2014 to streamline software requirement management and optimize organizational performance. Between 2020 and 2021,  she built and launched Swiftly®, an AI-powered solution that enhances software development efficiency by aligning people, processes, and emerging technologies.

Melissa’s career spans consulting roles with major firms such as Accenture, Booz Allen, and ICF International, where she built a foundation of excellence. In addition, through Orca Intelligence, she has led modernization efforts for federal and local agencies and Non-profits, including the General Services Administration (GSA), United States Institute of Peace (USIP,  and Department of Employment Services (DOES) to name a few. Her expertise includes requirements engineering, enterprise architecture, system administration, and product development, and she holds certifications in Agile (PMI-ACP), Business Analysis (CBAP), and Design Thinking.

Beyond her executive leadership, Melissa is known for mentoring future leaders in business, entrepreneurship, and technology. 

Melissa holds a Master’s in Technology Entrepreneurship from the University of Maryland and a Bachelor’s in Computer Information Systems from Hampton University. She is also the founder of iT Gets Better, a nonprofit that provided IT workshops to underserved communities in Atlanta.

Her interests include tennis, cooking, reading autobiographies, and learning new technologies to break into. She is based in Washington, DC, and actively participates in strategic initiatives and leadership forums across health, labor, education and housing sectors.
